Spurs supporters who booed keeper Vicario were told later "they cannot be true Spurs supporters" by manager Frank.
Spurs conceded a pair of goals in the first six minutes to lose 2-1 to Fulham, marking their 10th top-flight at home defeat of 2025.
However the main topic of discussion was Fulham's second score when the keeper gave away possession well beyond his box.
The goalkeeper ventured out to deal with a long ball and took the ball towards the touchline.
However, rather than kicking it out of play, the Italy international spun and attempted to clear, but slipped as the ball glanced off Harry Wilson and was collected by Josh King.
The forward passed the ball off to Wales midfielder Harry Wilson, who curled a shot into the goal from the touchline recorded at 36.6 yards.
Seconds afterwards when the ball came to the keeper again, a number of Spurs supporters booed him.
The team were booed off at half-time, with the side 2-0 down, and again at full-time.
A particular of those jeering episodes really angered Frank.
"I heard some of our fans apparently jeered the situation and booed after, which, in my view is completely unacceptable," the Dane stated regarding the supporters' reaction to his goalkeeper.
"Those individuals cannot be true Spurs fans that do that. Alright booing following the match, no problem, but when we are playing, we are backing one another, we are with each other going forward."
Tete had given the visitors a fourth-minute lead before Harry Wilson's goal – with Mohammed Kudus scoring for Spurs in an improved second period performance.
Ex- top-flight goalkeeper Hart remarked that the next score was "completely avoidable".
"I do appreciate the fans' disappointment," the ex-keeper added. "I know the role the keeper is playing. He is a excellent team player, he is a real figure in the dressing room but ultimately you are going to be judged by your decisions.
"He was heavily implicated in what turned out to be the decisive goal."

Italy national team Vicario is in his third campaign with Tottenham.
The 29-year-old said after the game that he had to take the criticism.
"That score was a mistake of mine, I accept accountability for that," he commented.
"The intent was to clear the ball long and I just struck the ball in a poor manner. It was an more difficult mountain to climb."
He said being booed "comes with the game".
"I'm a big man, what can I say?" he continued. "The team cannot be affected by the situation in the crowd. The fans have the right to do as they see fit.

Although Vicario's mistake dominated headlines, this was an overall bad performance for Spurs to extend their home woes.
The match was their 10th home loss of the year in the Premier League, a shared team record matching nineteen ninety-four and two thousand and three.
The side still have home fixtures against the manager's former club Brentford and title holders Liverpool to come before the end of the year.
Just a single of those victories have occurred since the manager took over from his predecessor in the summer.
"If you are down 2-0 following six minutes, there is a mountain to climb," said Frank.
"During in a poor run, all aspects seems to work against you too – the first was a deflected shot, the next is a error from Vic.
"The outcome puts us in a place where we have lost another game. Each fixture has a unique story, today we lost in the early stages.
